Could you by any chance be confusing samples with bounces ?
You can set the number of bounces to 0 and get direct lighting, under Light Paths. Although it’s not as clean as in your screenshot. You still get the noise from the samples. I guess Arnold switches to a different rendering method (not path tracing) when you set samples to zero.

Probably your test still had noise because you had a background emitting light, same would have happened in Arnold if there was a skydome light.

you're right, it's much cleaner with a black background. The only remaining grain is the one created by soft shadows when the light source has a noticeable size.

This is the same as setting the bounces to 0 in Cycles. Arnold lets you disable indirect light by either setting the samples or the depth to 0, both give the same result. Not much point supporting that in Cycles.
