Mix hotkey presets
Allow easy mixing and matching of input presets instead of only Blender/3dsmax/Maya defaults. Example scenario: I would like Blender hotkeys for the most part (so tutorials still make sense) EXCEPT with Maya view and transform settings (eg <kbd>ALT</kbd> Left-click to rotate view and <kbd>Q</kbd><kbd>W</kbd><kbd>E</kbd><kbd>R</kbd> select, move, rotate & scale). Right now to achieve this you have to manually configure a maze of hotkeys (https://nimblecollective.com/maya-will-it-blender/), adding new ones and removing existing ones. It's easy to miss a few resulting in hotkeys triggering multiple conflicting functions. Ideally it would be possible to quickly select groups of functions (view, transforms, modeling, animation, etc) and set them to one of these presets.

Related but separate issue: It would be good if hotkeys for similar actions were unified into one hotkey option instead of requiring you change it for each mode in which that action is used. eg ONE entry to change "toggle (De)select All” <kbd>A</kbd> across Blender instead of 25+.

One potential problem may be that it might prove difficult or even impossible to account for ALL possible combinations as there may conflicting uses of the same keys between presets. In this case it might be necessary to give some categories priority over others, or to exclude certain groups of hotkeys from this feature (leaving users to configure those by hand).

The last time I checked, the current plan of action (for Blender 2.8) is to have a minimal set of hotkeys that's highly stripped down from the current set. Then each workflow/workspace gets its own hotkey combinations based on specialization (e.g. video editors expect one set of hotkeys, modelers expect something else, and painters another set entirely). I'm not sure how this proposal melds with that concept.

I'm not aware of the specifics of these plans, but based on what you're saying, probably not very much. A simpler solution for this problem might be to just have a few additional built-in presets like Blender defaults with Maya view + transform (as described above), or same with 3dsmax, in addition to the current Blender/3dsmax/Maya set.
